Sent Money To Wrong UPI ID? Here's How You Can Recover It

A ransomware attack on C-Edge Technologies, a key tech service provider for small banks in India, has brought attention to the importance of double-checking UPI IDs before making transactions. The attack which occurred a week ago, temporarily halted payment systems across nearly 300 local banks.

Many may find themselves in a situation where they have accidentally sent money to a wrong unified payment interface (UPI) ID. This can occur when a phone number linked to a UPI ID is reassigned to a new individual, causing unintended recipients to receive funds. 

How to recover money sent to wrong UPI ID:

  1. Reach out to the payment system used (Google Pay, PhonePe or Paytm) and lodge a complaint.
  2. Visit the National Payments Corporation of India (NPCI) website and fill out the online form under the ‘Dispute Redressal Mechanism’ section. Provide required details, including transaction ID, virtual payment address, amount transferred, date of transaction, email ID and mobile number. Upload your bank statement showing the deduction.
  3. Choose ‘Incorrectly transferred to another account’ as the reason for your complaint.
  4. If the complaint remains unresolved, escalate the issue in the following order – first, to the TPAP (Third-Party Application Provider); then, to the PSP Bank (Payment Service Provider Bank); followed by the bank where the end-user customer maintains their account; and finally, to the NPCI.
  5. If the issue remains unresolved after one month or you’re dissatisfied with the response, approach the RBI independent official (Ombudsman) for Digital Transactions.
  6. File complaints in the jurisdiction where the system participant’s branch or office is located, or where the customer’s address is registered for centralised operations. 

To retrieve money transferred to an unintended individual, you must prove that the funds were sent unintentionally. Once proven, the bank is responsible for reversing the transaction.

According to Abhay Chattopadhyay, Partner at Economic Laws Practice, “In the event transfer of funds being made to a wrong recipient, sufficient proof is required to be furnished by the affected user before the bank that a transaction was done incorrectly / inadvertently.”

Mr Chattopadhyay also stated that if the bank fails to ensure the reversal of the transaction, you can file a complaint with the Ombudsman under Regulation 8 of the RBI’s Ombudsman Scheme for Digital Transactions, 2019, as per Economics Times.

PPRA MD writes to PM Office on issues highlighted by The News

ISLAMABAD: Managing Director Public Procurement Regulatory Authority (PPRA) Saturday conveyed to the Prime Minister’s Office that a fact-finding committee has already been constituted to probe matters relating to multiple complaints against PPRA employees and about payment of honoraria to the authority’s employees from the World Bank project loan.

The PPRA’s letter to the PM’s Office, while referring to The News story published on the subject on Saturday, shared details of what the authority has done so far on the issues raised by the Cabinet Division and reported by this newspaper.

The PM Office is told that following the cabinet secretary’s direction, the matter was placed before the 78th PPRA Board meeting held on August 9, 2024, whereby the Board was apprised that owing to multiple complaints against PPRA employees and directions of the PM Office and Cabinet Division, the matter was being placed before the Board.

The MD PPRA letter added that the MD had already initiated a fact-finding inquiry into the matter by an inquiry committee on July 30.

The Board after discussion on the subject advised that findings of the fact-finding committee be shared with the Board in the next meeting. The Board further directed that the fact-finding report should cover all aspects of allegations and a comprehensive report be submitted.

According to MD PPRA, the proceedings of the fact-finding inquiry committee are in progress and a report is expected to be submitted next week.

On the subject of payment of honorarium, the PM Office is told that the project EPADS (e-procurement) was launched with the financial assistance of the World Bank as part of one of the six pillars of Public Financial Management Reform Strategy (2017-2028). Total cost of the project is Rs12.5 billion. Expenditures till date are Rs450 million, due payments are Rs550 million, total expected cost is Rs1 billion and expected saving is Rs11.5 billion.

The PM Office is told that during the financial year 2020-21 to 2023-24, an amount of Rs74.8 million was disbursed on payment of honorarium to employees of PPRA deputed on various assignments related with project operations. The PPRA employees were reportedly deputed on project assignments keeping in view shortage of staff of project. It is said that seven project employees were working out of 24 sanctioned strength.

Regarding allegations of financial corruption, record tampering, bogus documentation and blackmailing, the MD PPRA told the PM Office that these allegations have been levelled through multiple anonymous applications addressed to high offices, intelligence agencies from time to time.

It is said that an inquiry was initiated against a former DG PPRA on the direction of PM Office and based on the recommendation of the inquiry committee, the PPRA Board denotified the officer in Feb 2023. On the direction of PPRA Board, disciplinary proceedings were initiated against two other officials and the outcome of their inquiry was placed before the PPRA Board meeting on 9th August 2024. The Board referred the matter to the HR Committee of the Board to examine the inquiry reports and take decision for imposition of penalties as deemed appropriate.

The PM Office is also told that following the denotification of its DG and initiation of inquiry against other officers, there has been a significant increase in anonymous applications against the PPRA at various fora.

“In addition to that, there are some other officials in PPRA who are habitual of lodging complaints against one another due to personal grudges and such complaints are frequently distributed to higher officers and investigation/intelligence agencies. The fact-finding inquiry committee is going to probe the matter in detail,” said the letter.

Before she resigned as Bangladesh Prime Minister and fled her Dhaka residence, Sheikh Hasina wanted to address the nation, especially the protesters whose agitation forced her to quit the top job. That speech was never delivered as the protesters reached her doorstep and the country’s top security officers advised to leave at the earliest.

Big Charge Against US

Now in India, the 76-year-old has spoken to her close associates about the undelivered speech, accessed by NDTV. In the letter, Sheikh Hasina has accused the US for plotting a regime change in the country and would have said this in her speech if she got a chance.

“I resigned so that I did not have to see the procession of dead bodies. They wanted to come to power over the dead bodies of students, but I did not allow it. I resigned from premiership. I could have remained in power if I had surrendered the sovereignty of Saint Martin Island and allowed America to hold sway over the Bay of Bengal. I beseech to the people of my land, please do not be manipulated by radicals,” her undelivered speech says.

The Saint Martin island has an area of just 3 square kilometres and is located in the northeastern part of Bay of Bengal. It is the southernmost part of Bangladesh.

The Awami League leader had to resign and flee the country amid violent protests by students that started as an agitation against reservation and snowballed into a stand-off with the Sheikh Hasina government. Over 400 protesters were killed as the veteran leader tried to crush the protests.

Hasina Clarifies Razakar Remark

“If I had remained in the country, more lives would have been lost more resources would have been destroyed. I made the extremely difficult decision to exit. I became your leader because you chose me, you were my strength,” the undelivered speech says.

It adds that she is pained by the targeting of Awami League leaders and that she “will return soon”. “Awami League has stood up again and again. I shall forever pray for the future of Bangladesh.”

She also clarified that she never called the protesting students Razakars.

In one of the statements during the protests, Sheikh Hasina had said, “If not the grandchildren of the freedom fighters, then who will get quota benefits? The grandchildren of the ‘Razakars’?” The word, used to refer to a paramilitary force recruited by the Pakistani army during the 1971 Bangladesh Liberation War, sparked a massive backlash and the protests intensified. In her undelivered address to the nation, the Awami League leader has said, “I have never called you Razakars. Rather my words were distorted to incite you. I request you to watch the full video.”

Hasina’s Rocky Ties With US

Relations between the US and Bangladesh had nosedived during Sheikh Hasina’s term so much so that Washington DC had said the January elections in which Awami League returned to power were not free or fair.

Months before her exit, Sheikh Hasina had claimed that “conspiracies” were being hatched to topple her government and alleged a “white man’s” plot to carve a new “Christian country” out of Bangladesh and Myanmar. “If I allowed a certain country to build an airbase in Bangladesh, then I would have had no problem,” she had said in May.

Following her resignation and escape, the US said, “The United States has long called for respecting democratic rights in Bangladesh, and we urge that the interim government formation be democratic and inclusive.” Washington DC also said that the US greatly values its relationship with the people of Bangladesh.

Earlier, US State Department spokesperson Matthew Miller had condemned the violence against protesters. “We condemn any violence against peaceful protesters. We’ve been watching this matter very closely, both from our embassy and officials here in Washington. (We) have been monitoring the protests, have seen the reports of people dying, being killed in the protests. And we again, call on the government to uphold individual’s rights to protest peacefully,” he had said.

What’s Happening In Bangladesh

With Sheikh Hasina gone, an interim government under Nobel peace prize winner and Grameen Bank founder Muhammad Yunus has taken charge. Amid reports of attacks on minorities, he has asked students leading the protests to ensure that they their efforts are sabotaged.

“There are many standing by to make your efforts futile. Don’t fail this time,” he said, urging them to protect Hindu, Christian, and Buddhist families from harm. “Are they not the people of this country? You have been able to save the country; can’t you save some families?…You must say – no one can harm them. They are my brothers; we fought together, and we will stay together,” he has said.

In a major development, Bangladesh’s Chief Justice Obaidul Hassan and five other top judges on Saturday were forced to resign amid massive student protests demanding a revamp of the judiciary.

Several other top officials, including Dhaka University Vice-Chancellor Professor Dr Maksud Kamal, have also quit after protests.

US beats France for Olympic basketball gold

There was no “Miracle on the Seine” at the Paris Olympics on Saturday as the United States men’s basketball team did as expected by grinding out a 98-87 win over France to claim a fifth consecutive gold medal.

With the French sporting spotlight locked on the Bercy Arena, the American showmen crushed Gallic hearts led by Stephen Curry and a fired up LeBron James, the “King” wearing shiny golden sneakers to mark the occasion.

“I’m just living in the moment,” said 39-year-old James, the NBA’s all-time leading scorer. “I’m super humbled that I can still play this game.

“Play it at a high level.

“Play with 11 other great players with a great coaching staff and then and go out and do it for our country.

“It was a great moment.”

The result was the same as three years ago in the Tokyo Olympic gold medal game but for the French this loss cut a little deeper coming on home hardwood in front of a captivated nation.

“It’s their incredible talent that ended up marking the difference,” said France coach Vincent Collet. “It’s a final against the Americans, in Paris, you can say it as much as you want, each player has his emotions, we tried to use them but it wasn’t possible here.”

France will get another shot at hoops glory on Sunday but the women’s team will be even bigger underdogs against the mighty Americans who have not lost in the Olympics since 1992 and are chasing an eighth straight gold.

Just downstream from Notre Dame cathedral on the banks of the Seine the French faithful, including President Emmanuel Macron, gathered at the Bercy like pilgrims to Lourdes believing anything is possible and so it seemed until the final moments of an enthralling final.

As you would expect from a gold medal game there was jaw-dropping skill, raw emotion, tension and a touch of nastiness to provide spice.

James got the show started with a thundering dunk to kick-start a fast-paced affair that the Americans controlled behind a workmanlike effort building a 14-point third-quarter lead.

But the US. would need nearly all of that advantage as Les Bleus, turbo-charged by a rafter-rattling home crowd, clawed their way back chopping the deficit to 82-79 with three minutes to play.

Then with the crowd on their feet and France poised to do the unthinkable, Curry – as he did in a nail-biting semi-final win over Serbia – came to the rescue for the US

With the Dream Team teetering, the US captain drained three long-range three-pointers in the final two minutes to ease the pressure.

Curry would finish with 24 points, including eight three-pointers, while a defiant, scowling James had 14 points, 10 assists and six rebounds.

While the Americans celebrated, there were tears from a shattered French team that Victor Wembanyama said was ready to leave blood on court in their quest for gold.

Wembanyama, the first French player taken number one overall in the NBA draft, covered his face and wept before searching out his mother, who comforted her 7-foot, 3-inch (2.22 metres) son.

The 20-year-old power forward finished with a game high 26- points playing with flair and passion that marked him out as a future leader of the French squad.

“I’m proud having done what we’ve done here in France, in front of our fans,” said Wembanyama. “I’m going to let it all soak in and realize what’s going on.

“I always try to help my team whenever it’s needed. I’m ready to make any sacrifice.

“I’m worried for the opponents in a couple of years.”

Maryam wants PRA revenue up by Rs50bn

LAHORE: Punjab Chief Minister Maryam Nawaz has directed the Punjab Revenue Authority (PRA) to increase the revenue by Rs50 billion without affecting the common man.

“Increase resources for maximum social welfare projects,” she said in a meeting with PRA Chairman Nauman Yusuf to discuss issues related to the authority here on Saturday. She directed the authorities concerned to expand the PRA scope to 12 more districts of Punjab, Murree, Attock, Jhelum, Kasur, Sheikhupura, Mandi Bahauddin, Bahawalpur, Okara, Khanewal, Muzaffargarh, DG Khan and Toba Tek Singh. She directed them to link the PRA with the Federal Board of Revenue (FBR) for the real-time integration of database.

Chief Secretary Zahid Akhtar Zaman, Secretary Finance Mujahid Sher Dil and other officers also attended the meeting.

Meanwhile, Maryam’s vision for the elimination of smog and hazardous impacts of climate change has been transformed into Punjab’s maiden grand plan. The Punjab Climate Change Policy & Action Plan 2024 has been given a final shape. It has been decided to submit it to the cabinet for approval.

Senior Provincial Minister Marriyum Aurangzeb on Saturday chaired a meeting in this regard. The secretary Environment & Climate Change presented the proposed manuscript in the meeting and gave a briefing. Marriyum lauded the manuscript quality and the team for making dedicated efforts for its preparation. She said the manuscript be sent to all stakeholders. It was decided in the meeting to expedite the Plant for Pakistan campaign, making green investment in the affected sectors along with incorporating Climate Change Education in the educational curriculum.

A proposal to conserve and utilise rainwater in government buildings along with launching this experimental program in various districts was reviewed in the meeting. A proposal to establish the Water Quality Monitoring System to assess the quality of water along with introducing laws to control underground water was also reviewed. A proposal to introduce latest methods in the irrigation system for water conservation along with establishing small dams in Potohar and Rohi areas was unanimously agreed. A proposal to launch the Special Management Plan to save South Punjab from famine was reviewed. A proposal to grant climate-friendly interest-free loans to small scale businesspersons was put forth.

The secretary Environment apprised that the motive behind undertaking such formidable steps was to generate better capability to cope up with hazardous climate change effects. He said the climate change was not only increasing the earth temperature but intensity of heat as well. The destructive effects of climate change are coming to surface in the shape of frequent occurrence of floods, famine and forest fires. Punjab is emitting approximately 95,000 kilo tonnes of green house gases and 7 thousand 17 kilo tonnes injurious gases. High temperature hot spots persist in Lahore, Rawalpindi, Mianwali, DG Khan, Faisalabad, Sialkot, Sargodha, Bahawalnagar, Bahawalpur and Multan.

Marriyum said: “Climate change is a global issue which pertains to human life and death. The climate change effects are causing a colossal loss to global climate and destruction to human lives. Maryam Nawaz’s vision is to save human and animal lives. Besides undertaking concrete steps, awareness needs to be imparted to all segments of people about the importance of planting trees to save the climate from toxic effects of injurious and poisonous gases.”

Secretary Environment & Climate Change Raja Jahangir Anwar, CEO Urban Unit Omer Masood, climate socialists and other officials attended the meeting.

She completed the outfit with nude pumps and minimal jewelry.

After being accused of shading Lively with her post, the singer later praised the “Gossip Girl” star in an updated caption.

Lively, 36, wore the dress previously donned by Spears at the premiere of her new movie on Tuesday, leading fans to speculate that Lively might be positioning herself as a potential candidate to play the “Gimme More” singer in a future biopic.

However, many areas of the province still remain deprived of basic facilities like drinking water. Taluka Sehwan Sharif is one such area. The main city of the area, Sehwan, faces an acute shortage of water.

Many of its residents only have access to water which is not fit for drinking. Needless to say, Sehwan is not the only city or town in the province facing this problem. When will the authorities stop ignoring this issue?

On CSK Retaining MS Dhoni As Uncapped Player, R Ashwin’s Big Question




While the Indian Premier League (IPL) mega auction is just some months away, the uncertainty over MS Dhoni’s future in the tournament is still uncertain. Amid the speculations of his retirement, the player has remained tight-lipped about the chances of his participation in IPL 2025. Additionally, a mega auction before the upcoming edition means that things are going to be tough for the Chennai Super Kings (CSK) franchise if they opt to include Dhoni as a player.

43-year-old Dhoni, who called time on his international career in August, 2020, is close to his retirement from cricket. Hence, it would not be a right decision if CSK decide to retain him as it will fill one of the few slots that the franchise will be getting ahead of the auction. Meanwhile, CSK would also not want to exclude the legendary player, who has won five titles for them.

CSK reportedly asked for a reintroduction of a now-scrapped rule. Earlier in IPL, an international player after five years of his retirement would be named in the ‘uncapped’ category. However, this rule was abolished after IPL 2021. CSK reportedly want that rule to back as it would help them retain Dhoni as an ‘uncapped’ player, and utilize the ‘capped’ player category for another potential talent.

Ravichandran Ashwin has put forward his opinions regarding the report of CSK pushing for the rule to be reinstated.

“Will Dhoni play as an uncapped player? That’s a big question mark. The point is correct. He hasn’t played international cricket for many years. He has retired. So, he is an uncapped player. He is not a capped player,” said Ravichandran Ashwin said on his official YouTube channel.

“Can a player like Dhoni play as an uncapped player? That is another conversation. Obviously, if someone talks about Dhoni, everyone will talk about it,” he added.

Dhoni stepped down as the captain of CSK ahead of the start of the season this year, paving the way for Ruturaj Gaikwad to lead the team. Though CSK didn’t qualify for the playoffs, there were plenty of positives to take from Ruturaj’s leadership.

LAHORE: Pakistan Tehreek-e-Insaf (PTI) Secretary General Omar Ayub said on Saturday that the armed forces and intelligence agencies are state employees as he called on the institutions to stay within their limits.

“Politicians are also bound to do their politics within the constitutional parameters,” the National Assembly opposition leader told the media in Lahore as he explained his point of view. In his conversation with the media on Saturday, Ayub said the PTI founder would move court seeking CCTV footage of the May 9 protests.

The PTI leader said no deal had been struck with anyone. He added that Khan had stressed that the Pakistan Muslim League-Nawaz and Pakistan Peoples Party were trying to create rift between the nation and the army. He claimed this was the year of a fresh election, and that’s why the Election Commission of Pakistan (ECP) should be independent. “The government is plunging into a quagmire; however, they [rulers] are fools and unable to understand,” he said.

Meanwhile, in his conversation with reporters at Lahore’s Kot Lakhpat jail, PTI leader Shah Mahmood Qureshi said that he had been in politics for 40 years and for 39 years, no case had been lodged against him — pointing towards dozens of cases registered following May 9 violence.

“Dozens of cases were lodged against me in a year. Now, whether anyone likes it or not, the PTI founder is a reality. There’s not going to be stability if they do not accept this reality,” Qureshi added.

Calling for cooling the political heat, the former foreign minister said that the nation’s leaders should stop calling their rivals “traitors”. For 75 years, he said, “we’ve been distributing traitor certificates.”
